{"id":12832,"date":"2026-06-25T14:00:55","date_gmt":"2026-06-25T18:00:55","guid":{"rendered":"https:\/\/www.fiqsante.qc.ca\/?p=12832"},"modified":"2026-06-24T14:35:50","modified_gmt":"2026-06-24T18:35:50","slug":"tentative-agreement-a-major-step-forward-for-the-application-of-system-wide-seniority-and-the-protection-of-workers-rights","status":"publish","type":"post","link":"https:\/\/www.fiqsante.qc.ca\/en\/tentative-agreement-a-major-step-forward-for-the-application-of-system-wide-seniority-and-the-protection-of-workers-rights\/","title":{"rendered":"Tentative agreement: a major step forward for the application of system-wide seniority and the protection of workers\u2019 rights"},"content":{"rendered":"<h4><strong>Tentative agreement: a major step forward for the application of system-wide seniority and the protection of workers\u2019 rights<\/strong><\/h4>\n<p>The Intersyndicale (an inter-union group consisting of the APTS, FIQ, FSQ-CSQ, FP-CSN, FSSS-CSN, CUPE-FTQ and SQEES-FTQ) and the CPNSSS (the management bargaining committee for the health and social services sector) have achieved significant progress by reaching an important tentative agreement outside of the bargaining period.<\/p>\n<p>The agreement deals with:<\/p>\n<ul>\n<li>applying system-wide seniority,<\/li>\n<li>rules for transfers between institutions within Sant\u00e9 Qu\u00e9bec,<\/li>\n<li>settling grievances related to the one-time process for recognizing seniority (PURA).<\/li>\n<\/ul>\n<p>This agreement, designed to make rules fairer, more consistent and more uniform throughout the system, is a major victory for workers.<\/p>\n<p><strong>Better recognition of your seniority when you change institutions: no more arbitrary decisions on the part of the employer<\/strong><\/p>\n<p>The goal is clear: genuine, systematic recognition of your seniority, even when you change institutions or employers within the system.<\/p>\n<p>Specifically, the agreement provides for:<\/p>\n<ul>\n<li>recognition of seniority between institutions if the interval between two jobs is not more than 14 days (or not more than 30 days for a move towards a Northern institution);<\/li>\n<li>maintaining continuous service for eligibility for insurance plans;<\/li>\n<li>rules governing the transfer of time banks (vacation leave, other kinds of leave, accumulated hours);<\/li>\n<li>rules allowing for combined recognition of seniority in cases of dual employment, up to a maximum of one year of seniority per fiscal year.<\/li>\n<\/ul>\n<p><em>In short, there are now clear rules to put limits on arbitrary decisions on the part of employers, and to make your rights secure.<\/em><\/p>\n<p><strong>Moving to a different institution within Sant\u00e9 Qu\u00e9bec \u2013 in complete safety<\/strong><\/p>\n<p>In a system that is undergoing transformation \u2013 particularly since the advent of Sant\u00e9 Qu\u00e9bec \u2013 rules about mobility between institutions are a major issue. This agreement provides a framework for voluntary transfers between institutions, with concrete measures to protect employees.<\/p>\n<p>Key gains include:<\/p>\n<ul>\n<li>a period of evaluation (rather than probation) in the new institution,<\/li>\n<li>the right to return to the original workplace,<\/li>\n<li>accumulation of seniority starting on the first day in the new job.<\/li>\n<\/ul>\n<p><em>In short, you can now move to a different institution in complete safety \u2013 you won\u2019t have to start over from scratch.<\/em><\/p>\n<p><strong>An overall settlement of PURA grievances<\/strong><\/p>\n<p>We\u2019re finally turning the page on a process that has created multiple problems.<\/p>\n<p>Under the agreement, there will be an overall settlement of PURA-related grievances in order to correct seniority errors that are still in place.<\/p>\n<p>This is a key step to restore fairness.<\/p>\n<p><strong>What\u2019s next?
