Seniority in the network: unions working to bring about change

In 2023, the government launched Santé Québec with a clear commitment: facilitate staff mobility in the network. The goal was simple. Allow you to more easily obtain a position in another institution, according to your needs and career path. 

A year later, nothing has changed. 

Your seniority can still not be used to obtain a position in another network institution.  A difficult situation to explain, given that the exodus to the private sector is a major challenge for the network throughout Québec.  

Unions join forces to make progress on the issue

Faced with this finding, the health and social services network unions (APTS, FIQ, FP-CSN, FSSS-CSN, FSQ-CSQ, SCFP-FTQ and SQEES-FTQ) joined forces to make progress on the issue. 

Negotiations have been ongoing for two months to allow employees to:

  • Use their seniority when they change institutions
  • Obtain a vacant position in another institution, after an internal posting
What we are demanding 

We are demanding simple and fair measures: 

  • That positions are first posted locally
  • That, if they remain vacant, they are offered to all network staff
  • That acquired seniority is taken into account in granting positions
  • That there is no new probation period with a change of institution

A person who has already proven themselves within the network should not have to start from scratch simply because they are changing workplaces. 

Where are we now? 

Discussions are ongoing. The employer party is currently reviewing our demands and has shown openness to dialogue, allowing us to continue constructive discussions.

This file is crucial. We take it very seriously and are making every effort to make concrete progress.
