Federal Council – September 2026 | Key Takeaways

Message from the President

A busy autumn!

Summer is drawing to a close and it was a highly variable season in each of your healthcare institutions. In several of them, contingency plans, work overload, mandatory overtime, overflowing emergency departments or service interruptions in obstetrics were daily occurrences.

In some departments, many of you mobilized to force your employer to hear what you have to say and follow up on your demands. Thanks to your determination and solidarity, your gains include job postings, additional materials so you can work better, and added protective measures for healthcare professionals. The saying, “Alone we go faster, but together we go further” rings very true here.

This fall will surely be very busy for our organization. A new government will occupy the National Assembly, meanwhile the Federation is already preparing the next round of negotiations to renew our collective agreement.

It is with this in mind that on September 28 and 29, your union representatives from across the province met in Saint-Hyacinthe for a regular federal council. Holding a council so early in the fall was a first and is a pilot project aimed at adding an annual meeting to our democratic decision-making. The number of issues and files affecting your work, practice and living conditions just keeps growing and requires time and discussions to determine together the best ways to make your voices heard. Rest assured that our priority remains the same: to defend the 90,000 healthcare professionals we represent with unwavering determination and rigour.

Towards the responsible use of artificial intelligence in the health network

Artificial intelligence (AI) represents a major change that will likely influence organization of work, professional practice, and healthcare professionals’ practice conditions.  As such, the FIQ demands an active participation at every stage of the AI systems’ lifecycle. Healthcare professionals should be consulted during the design, deployment, evaluation and improvement of AI systems, in particular through their union representatives.

It was in this context that the Federal Council delegates adopted the guiding principles for the responsible use of artificial intelligence (AI) for the benefit of healthcare professionals and  patients.
