Federal Council – June 2026 | Key Takeaways
Message from the President

Last week, your union representatives from across Quebec met at a federal council. Over three days, your delegates took stock of several files and made important decisions.
The June council is the time when, every year, the Executive Committee presents the organization’s financial statements. The financial statements reflect our organization’s activities and priorities, as well as the political choices of our decision-making bodies. It’s an essential exercise that meets two goals: demonstrates transparency and ensures that the decisions made are in the best interest of the 90,000 healthcare professional members of the Federation.
At the time of writing this, we are stepping into the summer period. While it may be difficult to predict the weather in the coming weeks, there is one certainty: there will soon be an election campaign in Quebec. Promises will be pouring in from all sides, and the outgoing government will defend its performance over the past few years.
Amidst all the ensuing commotion, it will be important to focus on the vision that the various political parties put forward for the future of the public health system. As healthcare professionals, you will see that the successive reforms did not resolve the deep, ongoing problems.
We need safe ratios now!
Currently, healthcare professionals across Quebec are facing a significant work overload, which directly jeopardizes the quality and safety of care provided to the public. The FIQ would therefore like to make safe ratios a key issue in the run-up to the next election campaign and to encourage political parties to take a clear stance on the matter.
It is for these two specific reasons that awareness-raising actions were rolled out during the federal council. The first action consisted of putting up election-type signs around the National Assembly and the second involved greeting MNAs to remind them that there are solutions. These two actions sent a clear message to politicians: urgent action is needed to shift toward safe ratios.
Lastly, here are a few wishes for the summer. It is no secret that healthcare professionals must continuously make heart-wrenching decisions about work–personal life balance. Summertime is no exception. It is my wish that you have quality time with your loved ones and take care of yourselves in your busy schedules.
In solidarity,
Julie Bouchard
Présidente de la FIQ

Adoption of the Internal Audit Committee report
At the Federal Council, the Internal Audit Committee (IAC) presented its report to the delegation, which was adopted. The IAC is a statutory committee that ensures that the Federation’s resources are used in a responsible and transparent manner, in line with the decisions taken by the decision-making bodies.
